Toward the end of the 1870s, Comstock productivity declined and plans surfaced to build a railroad to serve other southern mining operations. But Mills wasn’t much of a speculator and the schemes invariably lacked precise details—such as exactly where the track would go! Bit by bit the rails advanced from northern Nevada toward California, finally reaching Owens Valley in 1883
